The Presentation of the Joint report «Resilience to Disinformation: Lublin Triangle perspective» (press-release)
On 15 June 2023 in New York Permanent Missions of Ukraine, Lithuania and Poland to the UN organized a side-event to present Joint Report «Resilience to Disinformation: Lublin Triangle Perspective». The Report was produced by the Civic Resilience Initiative (Lithuania), Instytut Kościuszki (Poland), and Detector Media (Ukraine).
The representatives of the above NGOs – Ms. Galyna Petrenko(Detector Media) and Mr. Lukas Andriukaitis (Civic Resilience Initiative) – as well as Ms.Paula Rejkiewicz (MFA of Poland) briefed the representatives of the missions of the UN Member States at the event.
The event provided a valuable opportunity to raise awareness ofthe UN audience about the disinformation threats caused by Russian aggressive practices, by looking at the Lublin Triangle countries’ and discussing the ways different stakeholders can enhance resilience and counter information manipulation and interference.
As hate speech has been an important element in the Russian propaganda toolbox, the event also aimed at contributing to commemoration of the International Day for Countering Hate Speech (18 June) by highlighting the nexus between hate speech, disinformation and conflict.
In his statement, Mr. Sergiy Kyslytsya, Permanent Representative of Ukraine to the UN, said the event enabled the UN audience to get acquainted with the practical outcomes of the activities with the Lublin Triangle framework on the important track of countering disinformation.
“The spreading of disinformation has been fully integrated into Russian military strategies. The most recent example occurred on 6 June, when Russia attempted to hide its war crime of blowing up the dam of the Kakhovka HPP by disseminating numerous fakes and groundless allegations”, reminded Ambassador Kyslytsya.
The presentation was followed by a discussion on the UN's role and the importance of partnerships between different sectors in the fight against disinformation and other hybrid threats. The participants noted that building blocks of resilience, identified in the Lublin Triangle Report, could be applicable in wider context and useful for wider UN membership.
Background:
The Lublin Triangle, established on 28 July 2020 by the Foreign Ministers of Lithuania, Poland, and Ukraine, promotes trilateral cooperation based on historical ties and traditions. The joint action plan focuses on expanding cooperation to counter hybrid threats and disinformation. Joint efforts to counter disinformation and strengthen resilience are key objectives of this collaboration.
