Statement by the delegation of Ukraine to the United Nations on the occasion of the International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime 9 December 2021 On 9 December the world observes the International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime. Established to mark the anniversary of the adoption of the Convention on the Prevention and Punishment of the Crime of Genocide, this Day provides an opportunity for the international community to promote the importance of resolute joint efforts in combating and preventing the crime of genocide as well to honour the victims of genocide. The crime of genocide whenever and wherever it is committed is a crime against humanity. We firmly believe that a strong and unequivocal response is needed to prevent and counter any and all attempts by some unscrupulous actors to orchestrate and carry out genocidal policies. Equally important is to ensure justice for the victims and accountability for perpetrators. What may be even more important is to preserve the memory of past genocides and learn the lessons from them so that this crime is not repeated again. Unfortunately, there are pages in the history of Ukraine that are painful to remember but that cannot be forgotten. The Holodomor in Ukraine of 1932-1933 is a clear-cut case of a genocidal policy with a clear aim of destruction of the Ukrainian people in the former USSR. The Stalinist totalitarian regime deliberately deprived Ukraine’s population of food through much of the country’s territory in the period from April 1932 to November 1933. This artificially-induced fatal famine took the lives of millions of Ukraine’s population. The lessons of the past should be the most powerful drivers for our future. We thank the Member States that have already put their efforts to recognize Holodomor as genocide against the Ukrainian people. We are confident that one day the international community will call the Great Famine in Ukraine in 1932-1933 by its real name – the genocide. This will be a day when a vicious cycle of impunity will finally be broken to prevent future tragedies and suffering. We are convinced that memories of past horrors and atrocities, as well as of millions of all victims of genocidal policies, should reinforce the efforts of the international community to ensure unconditional observance of human rights and fundamental freedoms throughout the world.
